8th NU12 Topic: Universal Sticker & Number Coding in BLS Parañaque
Have you ever been in Better Living Subdivision (BLS) Parañaque? Its main landmark is where SM Bicutan is situated, it exits in Bicutan interchange if you're coming from South Luzon Expressway (SLEX), and it can lead you to Ninoy Aquino International Airport (NAIA) and Cavite (via Coastal Road) thru Sucat Parañaque road and/or Multinational Village fast-track road. It is surrounded by manufacturing companies in its near-by location. And recently, different property companies (like: Century, SMDC, Ayala, & DMCI to name a few) are developing residential units around the subdivision.
What's the point? As usual we the homeowners are fuming to HEAVY traffic! And heavier traffic to be expected when the new residential units are done.


Why? Because of the huge volume of vehicles passing daily to access/exit in Skyway & SLEX going to Makati & EDSA (and vise-versa), also vehicles passing-by to reach NAIA & Cavite.
To illustrate the current traffic situation during rush hours: You'll need to allocate 30 to 45mins, for a 2 kilometer stretch from our house going to Skyway exit (and vise-versa). Horrible!
The idea is to have a "Universal Homeowner's Association" sticker that can be bought by homeowners of BLS for a cheaper cost (let's say at P200/sticker) & only 1 sticker can be bought per OR/CR, then by non-homeowners for a much higher cost (@P1,500/sticker). Only vehicles with "Universal Homeowner's Association" sticker can pass thru the streets of the subdivision (currently, per villages within BLS have its own homeowner's association sticker). Also to implement a "number coding" scheme for non-homeowners of BLS, stickers for non-homeowners will be color-coded for easy distinction. With a universal sticker and implementation of number coding (for non-homeowners), the possibility of vehicle volumes passing the subdivision will decrease. Thus, it'll result less traffic. I think that, this idea is reasonable since Better Living Subdivision (BLS-Parañaque) is a private.   <the local govt does not think so>  3
