What pisses you off at the neighborhood? What do you suggest?

Money for trash kiosk

I lived in a small barangay before here in Makati and some people in the neighborhood are  irresponsible in throwing their garbage outside their house, even if there are bins installed where you could classify it as recyclable, paper, uncategorized material etc. The litterbins are placed in every corner of the street and it would just take someone a 5-minute walk to put your trash in there. For me, it is just so plain simple and it annoys me every time I walk out of the gate and I can see those garbage in black plastic bags scattered in the street, with the foul smell, leaving the drainages and sewerages congested! These people are waiting for the garbage collectors or the "nangangalakal" to gather their litters but when the rainy season comes, these neighbors blame each other and they also point a finger on barangay officials for not cleaning up the area. How frustrating right?

Now, this predicament led me to think, if vending machines were invented to dispense food, sodas and other consumer goods, why can't we invent a machine where we would drop these recyclable materials like plastic bottles, old newspapers and other items, in exchange for some cash. Maybe they would be encouraged to place their recyclable materials because of the motivating factor- which is money. It will look like we are selling these recyclables into the machine, the machine will determine what kind of item has been dropped and it will show how much money or many points  a person earned for these "wastes". The points or money earned can be stored in a card (like an ATM or loyalty card) and he/ she can redeem these earned points/money by surrendering the card to the barangay officials. Once redeemed, it will be deducted to the earned points and the person can still continue using the card, so it is a continuous, two-way process of helping and building a cleaner and a safer community. I do think that this idea, when shown to the younger generations, would let them be aware of their responsibility in the environment even at a young age, arousing their conscious minds to help build a better community.
