NU12 # 10 Text Alerts by Pag Asa for typhoons by Albert Bryan Abelido

One of the opportunities I saw from the tragic effects of typhoon Yolanda is communication. I have this impression that the possible damage that the typhoon will cause was not clear and as to where people should go for rehabilitation. I believe that the message was not also that strong that people were not able to take action urgently.

Mobile networks and PAG-ASA should joint efforts in giving free alert text messages in Filipino and English before a typhoon comes. The text message should include the worst case effects, where to go and what to bring. People should be bombarded with these text alerts every 3 hours, 3 days before the typhoon and every hour a day prior to the typhoon. They should also register their names through text as to their specific address and to the rehabilitation center where they're staying so it will be easier to track.<in Thailand, the Telco as part of CSR does this;  they did this for the recent Thailand flood>

Also, if it's possible PAG-ASA could flash on the atmosphere a communication alert of the situation and the next steps similar to that of Hunger Games movie. 3.5

This may not totally erase the possibility of zero casualties but at least it's lesser. What do you think?  3.5

<There were several solutions suggested and are available:  weather apps, and in Thailand telcos do the texting free because not so many people have android;   trouble?  People ignore the weather alerts and pleas for evacuation  JUS>
