How to disaster proof telecom

We did not know much about the extent of the typhoon damage last November 8, 2013, the day Typhoon Yolanda struck, because the communications system was down.  

Right after, there were talks about not supertyphoon proofing the telecom? Telco moguls were interviewed several times at major TV networks. 

And then a student who works at Huawei talked about Instant Networks being lent by Huawei to restore immediately communications.

It was available since 2011;  how come our telcos earning billions have not invested in this. In Thailand, from what I know, during the flood there, the telcos were prepared.
